Every culture in the world has some notion of right and wrong. No culture, for example, admires a man who backstabs all the people who have been kindest to him. No country praises a soldier who turns tail in the middle of a battle. In some cultures, you may be allowed to have more than one wife, but no culture says you can have any woman you want any time you want her. Every culture has some idea of right and wrong.
Romans 2:12-15 tells us that we all will be judged for the choices we make, whether we have religious background or not. Because all of us, when we do something wrong, feel guilty (at least initially). But then we make excuses. But whether you saw the posted speed limit sign or not - you can still get ticketed for speeding.
Thank God that the Bible tells us, But God showed His great love for us by sending Christ to die for us while we were still sinners.
